Description

The Nam Ngiep 1 Hydropower Project (NNP1) is a 290 MW hydropower project located in Bolikhamxay and Xaysomboun Provinces. Developed under a build-operate-transfer (BOT) arrangement with financing from the Asian Development Bank (ADB) and other international lenders, the project includes a dam, reservoir, and transmission lines. Connected Consultant Sole Co., Ltd. was subcontracted by the Independent Monitoring Agency (IMA) to support environmental and social safeguards monitoring during both resettlement and early operation phases. The firm participated in quarterly field missions to review compliance with the Resettlement and Ethnic Group Development Plan (REGDP), Biodiversity Action Plan, and Environmental Management Plan (EMP). It also supported interviews with affected households, review of compensation records, and monitoring of livelihood restoration programs. Connected’s work helped ensure that the developer met its obligations under ADB’s Safeguard Policy Statement and contributed to lessons learned for future hydropower development in Lao PDR.

Location

Nam Ngiep 1 Hydropower project is located on the Nam Ngiep (river) which originates in Xieng Khouang Province near the Plain of Jars and flows 160 km before joining the Mekong River near Paksan 1,300 meters lower in elevation. The main dam, a re-regulation dam and two powerhouses are located in Bolikhan District, Bolikhamxay Province while a major part of the reservoir is in Hom District, Vientiane Province.
