Description
The Climate Resilience Improvement of NR13SE (Km21–Km71) is a flagship infrastructure project financed by the Asian Infrastructure Investment Bank (AIIB) to upgrade a 50-kilometer section of National Road 13 South, which connects Vientiane Capital and Borikhamxay Province. The project aims to enhance climate resilience, improve traffic safety, and strengthen regional integration along the ASEAN Highway Network and Greater Mekong Subregion (GMS) corridor. Connected Consultant Sole Co., Ltd. was engaged to update key environmental and social safeguard documents—including the Environmental and Social Impact Assessment (ESIA), Environmental and Social Management Plan (ESMP), Resettlement Plan (RP), Stakeholder Engagement Plan (SEP), and Gender Action Plan (GAP). The firm also supported the implementation of the Resettlement Action Plan (RAP), ensuring compliance with AIIB’s Environmental and Social Framework and national regulations. This work contributed to reducing flood vulnerability and promoting sustainable road infrastructure development.
