Description

The Borikhamxay Subproject under SEADRM-AF addresses recurring urban flooding in Pakxan District by constructing and rehabilitating critical infrastructure, including stormwater drainage, embankments, and retention structures. With World Bank financing, the project seeks to reduce damage to property and enhance public safety during seasonal floods. Connected Consultant Sole Co., Ltd. was responsible for preparing the Initial Environmental Examination (IEE), Environmental and Social Management Plan (ESMP), and an Abbreviated Resettlement Action Plan (ARAP). These documents identified environmental risks, such as erosion, dust, and temporary access disruptions, and proposed practical mitigation measures. The ARAP ensured that any affected landowners or households received fair and timely compensation. Connected also facilitated community consultations to ensure that vulnerable groups, including ethnic minorities, were informed and included in the planning process.

Location

The project is located along the Mekong River in Pakxan Town, Bolikhamxay Province. It covers two sites situated upstream and downstream of the Nam Xan River, with a total length of about 1.20 km along the Mekong River. The project area includes three villages: Pakxan, Houay Siet, and Anusonxai.
