Laos SEADRM-AF: Component 1.1. Structural Investments for Flood Protection, Oudomxay Province.

The Oudomxay Subproject focuses on the provincial capital, Muang Xay, which experiences severe seasonal flooding due to inadequate urban water management. As part of the SEADRM-AF initiative, the subproject includes the construction of floodwalls, riverbank reinforcements, and improved drainage infrastructure. Connected Consultant Sole Co., Ltd. played a central role in preparing the EIA, ESMP, Resettlement Action Plan (RAP), and Ethnic Group Engagement Plan (EGEP). These documents not only addressed physical risks to infrastructure and the environment, but also provided frameworks for inclusive development, particularly ensuring meaningful participation of ethnic groups such as the Khmu and Hmong. The assessments emphasized cultural sensitivity, gender inclusion, and livelihood restoration, in alignment with both national policy and World Bank ESF guidelines.
