Description

The Thatluang Special Economic Zone (SEZ), also known as Thatluang Lake New Town, is one of Lao PDR’s largest urban development projects, located in the heart of Vientiane Capital. Spanning over 365 hectares, the zone integrates housing, tourism, finance, retail, and public amenities around the culturally significant Thatluang Marsh. Developed by Laos Thatluang Investment and Development Co., Ltd., the project is governed by a 99-year concession agreement. Connected Consultant Sole Co., Ltd. prepared the Environmental and Social Impact Assessment (ESIA), with a focus on wetland preservation, resettlement planning, and infrastructure sustainability. The ESIA addressed water drainage, transport access, biodiversity risks, and the integration of Lao cultural and religious identity into the zone’s urban design. The project supports the government’s goal of creating a modern, livable capital city aligned with Lao culture and smart growth principles.

The Special Economic Zone Development Project is located in the heart of Vientiane Capital, within the area of That Luang Marsh, falling under Xaysettha and Sisattanak Districts. The entire project is divided into 101 sections, with a total development area of 323.03 hectares.
