The JICA COVID-19 Labor Vulnerability Study was a research-driven initiative focused on assessing the pandemic’s impacts on vulnerable workers in Lao PDR. Funded by the Japan International Cooperation Agency (JICA) and coordinated by ERM Japan, the study aimed to identify policy gaps and suggest targeted interventions. Connected Consultant Sole Co., Ltd. was subcontracted to conduct on-the-ground research, including surveys, focus groups, and interviews across various labor sectors. The firm analyzed data on job loss, wage cuts, social protection access, and migration patterns. The findings contributed to JICA’s technical assistance strategy and helped inform government efforts to build resilient labor markets and social safety nets.
