Ms. Khamsy Chansamai
An Environmental and Social Specialist with 20+ years’ experience in Lao PDR, focusing on safeguards, impact assessments, resettlement, climate resilience, and disaster risk management. She has led ESIAs, ESMPs, RAPs, SEPs, and monitoring frameworks across infrastructure, energy, transport, education, health, and environment projects with the Ministry of Public Works and Transport, World Bank, ADB, AIIB, UNDP, and hydropower developers. Khamsy has contributed to flagship projects including LRSP2, SEADRM, Climate Resilient Roads, Nam Ngiep 1 Hydropower, and COVID-19 response, providing expertise in policy, safeguards implementation, and multi-sector project management.
Dr. Thongdeuane Nanthanavone
A Lao development professional with 20+ years’ experience in social protection, climate resilience, agriculture, governance, and environmental and social safeguards. He has worked with the World Bank, ADB, UNDP, FAO, UNESCO, UNICEF, WFP, and ADRA, leading social assistance programs, climate and livelihood assessments, policy and capacity building, and monitoring and evaluation. He is recognized for his expertise in inclusive policy design, social development, and sustainable development programming in Lao PDR and Southeast Asia.
Dr. Bounphama Phothisane
A Lao environmental and water resources professional with over 20 years’ experience in environmental management, water resources, and development projects. She currently serves as Acting Executive Director of the Environment Protection Fund (EPF), overseeing strategic planning, fund mobilization, project monitoring, stakeholder engagement, and organizational management. Previously, she was Deputy Director of the FAO Representative Programme (2009–2023), coordinating agricultural, fisheries, and forestry initiatives and liaising with government and international partners. She began her career as an Irrigation Engineer, contributing to irrigation design, hydrology, watershed management, and water law development.
Mr. Phommachak Chaleunsouk
A Social Safeguards and Environmental Consultant with 18+ years’ experience in Lao PDR, specializing in environmental and social impact assessments, resettlement planning, ESF/ADB safeguards compliance, and capacity building. He has worked with the World Bank, ADB, UNICEF, World Vision, Theun-Hinboun Power Company, and national ministries, leading ESIA, EIA, IEE, ESMP, RAP, SEP, ESCP, and monitoring frameworks across health, education, transport, hydropower, and disaster risk reduction projects. Key contributions include the Lao PDR COVID-19 Response Project, Climate Resilient Road Connectivity, Health and Nutrition Services Access II, and Sustainable Watershed Management. He is recognized for his expertise in safeguards, resettlement, and sustainable development in Lao PDR.
Ms. Bouakeo Phounsavath
An Environmental and Resettlement Specialist with nearly 40 years’ experience in Lao PDR, combining expertise in forestry, GIS/remote sensing, environmental management, social safeguards, and resettlement planning. She has held senior roles at MONRE and the Department of Forestry, contributing to key legislation such as Decree 112 and leading nationwide training on resettlement and public engagement. Since 2018, she has consulted for the World Bank, AIIB, NEDA, and MPWT, supporting resettlement planning, community consultation, socio-economic surveys, grievance redress, and safeguard monitoring for major projects including National Road 13 South Extension, SEADRM, Xiengman-Luangprabang Bridge, and Lao-Thai Railway Phase II. She is recognized as a national expert in resettlement, social safeguards, and environmental governance, with strong experience in stakeholder engagement, gender inclusion, and community communication.
Mr. Vongtayfa Sisouvong
A Lao Energy Expert, Power System Analyst, and Environmental & Social Safeguards Consultant with over 30 years of experience in power system planning, renewable energy, and environmental management. His career includes senior roles such as Chairman of Green Power Pro Consultant Co., Ltd., where he led numerous feasibility and ESIA/IEE studies for large solar and hydropower projects, and academic leadership at the National University of Laos. He has consulted for major development partners such as the World Bank, ADB, JICA, and IFAD, contributing to national and regional infrastructure and energy projects. A licensed MONRE environmental and social consultant and member of several professional associations, he has participated in over 20 international training programs on energy, environment, and sustainable development. He is fluent in Lao, English, Vietnamese, and Thai, and proficient in ArcGIS, and Matlab tools.
Ms. Thipphachanh Souphihalath
A Lao environmental specialist with a Master’s degree in Environmental Studies and over eight years of experience in safeguards implementation, monitoring, and climate resilience across infrastructure and natural resource projects. She currently supports the World Bank in Lao PDR as a Short-Term Consultant, overseeing ESF compliance, environmental due diligence, and capacity building for project units. Her portfolio includes major assignments with ADB, JICA, and UNEP, covering road and rural infrastructure, energy transition, and ecosystem-based adaptation. Skilled in ESIA/ESMP preparation, site supervision, and stakeholder engagement, she is recognized for delivering practical, compliant, and climate-resilient solutions in line with international standards.
Mr. Souvanthong Ratanasim
An Environmental & Social Consultant and Community Engagement Specialist with extensive experience in Lao PDR and MBA Degree and BA in management information system. Since 2018, he has supported major infrastructure, transport, tourism, and SEZ projects financed by the World Bank, AIIB, ADB, EIB, and NEDA, specializing in stakeholder engagement, baseline surveys, grievance redress, and facilitation of community consultations. He has authored and co-authored numerous ESIAs, ESMPs, RAPs, and SEPs, consistently ensuring compliance with international standards while building trust with local communities and resolving conflicts effectively.
Mr. Somphone Chansamai
A Lao professional with a Bachelor’s in Law (Governance & Administrative Law) and over 15 years of experience in legal services, marketing, and community engagement. He has worked as a marketing officer, and community liaison with MAG, and since 2015 has served as Legal, Marketing, and Socio-Economic Data Officer at Connected Consultant Sole Co., Ltd. Fluent in Lao and with intermediate English, he has completed trainings in gender, disaster risk, customer service, and professional communications.
Mr. Kaysone Vongthavilay
An environmental management and risk specialist with 10+ years’ experience in sustainable development, environmental and social risk management, impact assessment, and multi-stakeholder engagement. Since 2012, he has worked with the World Bank in Lao PDR, leading due diligence, project screening, supervision, and capacity building for government counterparts. His expertise includes pollution and waste management, green growth, climate change, and safeguards implementation, contributing to projects such as LENS2, Pollution and Waste Management, Green Growth DPO, and Resilient Green Growth PASA.
Mr. Vilay Duangthongla
A Laotian consultant with 15+ years’ experience in environmental and social impact assessment (ESIA), international development, intellectual property, and multilingual interpretation. He has led ESIA projects across infrastructure, mining, health, transport, SEZs, and waste management, preparing ESMPs, RAPs, and safeguard compliance frameworks. A seasoned simultaneous and consecutive interpreter, he has supported UN agencies, World Bank, ADB, and government workshops on climate change, biodiversity, health, governance, disaster risk management, and trade. His career includes roles as International Trademark Examiner at WIPO, Sustainable Tourism & Business Development Advisor with SNV, and Lao Business Forum Consultant with IFC–World Bank. Fluent in English, Lao, and Thai, with working knowledge of French, he combines technical, legal, and communication expertise in ESIA and sustainable development.
Ms. Phaylin Bounmanyvone
A Lao environmental and social specialist with extensive experience in environmental management, safeguards, and impact assessments for development and infrastructure projects. Since 2005, she has worked with ADB, UNEP, KfW, USAID, SNV, and national agencies, leading EIAs/IEEs, EMPs, safeguards compliance, capacity building, and policy development. Her portfolio includes climate-resilient urban flood management, water and sanitation, roads and bridges, REDD+, tourism, and hydropower projects. Fluent in Lao, English, and Thai, she has expertise in stakeholder engagement, regulatory compliance, field monitoring, and training, contributing to sustainable development and ecosystem protection.
Mr. Somneuk Khamphouboua
An environmental and social consultant with over a decade of experience supporting hydropower, mining, irrigation, and urban development projects across Lao PDR. He specializes in ESIA/ESMP, resettlement planning, socio-economic surveys, and environmental monitoring of water, soil, noise, and biodiversity. Skilled in GIS and GPS mapping (ArcMap), he has contributed to projects such as Nam Phai, Nam Tha 1, Nam Bak, AMATA Smart & Eco City, and Mekong riverbank development, providing strong technical and field-based support for sustainable project planning and implementation.
Mr. Chanthaphone Akhavong
A development specialist with 14+ years of experience in government, international organizations, and multilateral banks, specializing in environmental and social safeguards, stakeholder engagement, and development policy. Currently a World Bank consultant, he supports project operations, ESF compliance, risk assessment, and capacity building. His previous roles include senior positions at the Ministry of Planning and Investment and IOM, where he led ODA coordination, donor dialogue, and migration programming. With strong expertise in ESIA/ESMP, grievance redress, and inclusive development, he combines policy, operational, and field experience to advance sustainable, socially inclusive projects.
