Our expertise includes the preparation and implementation of key E&S instruments such as the Environmental and Social Commitment Plan (ESCP), Environmental and Social Management Framework (ESMF), Resettlement Policy Framework (RPF), and Ethnic Group Engagement Framework (EGEF). We also develop site-specific plans including Environmental and Social Impact Assessments (ESIAs), Environmental and Social Management Plans (ESMPs), Resettlement Action Plans (RAPs), Stakeholder Engagement Plans (SEPs), Ethnic Group Engagement Plans (EGEPs), and Gender Action Plans (GAPs)—all in line with both national regulations and international donor standards, especially the World Bank’s Environmental and Social Framework (ESF) and its Environmental and Social Standards (ESSs). In the hydropower sector, we have also prepared Emergency Action Plans (EAPs) to support dam safety risk management, operator response readiness, and community preparedness in accordance with international best practice.

We have supported the supervision, capacity building, monitoring, and reporting of E&S safeguards for Government of Lao PDR projects financed by the WB, AIIB, EIB, ADB, Nordic Development Fund (NDF), and UNDP. We have also partnered with local and international consultancy firms including PISSECON, Lao Transport Engineering Consultant (LTEC), TADAM, Chaleun Sekong Group, STS Engineering Consult Co., Ltd., ISAN Corporation, ERM Thailand, and ERM Japan, contributing technical leadership and field coordination across a wide range of sectors.

As Director, I bring over 20 years of professional experience in the E&S domain, having led or contributed to safeguard work in infrastructure, hydropower, education, public health, energy, and natural resource management across more than 15 provinces in Lao PDR. My recent roles have included serving as Environmental and Social Standards Consultant for high-priority, donor-financed projects. I have worked closely with key government counterparts including the Ministry of Public Works and Transport (MPWT); Ministry of Agriculture and Environment (MAE)—which now integrates the former MONRE and MAF; the Ministry of Planning and Investment (MPI), now merged with the Ministry of Finance (MOF); the Ministry of Health (MOH); Ministry of Education and Sports (MOES); and the Ministry of Energy and Mines (MEM), including Électricité du Laos (EDL).
