Description
The Luang Prabang Subproject under the Southeast Asia Disaster Risk Management Project – Additional Financing (SEADRM-AF), funded by the World Bank, focuses on building urban flood protection infrastructure in Luang Prabang, a UNESCO World Heritage City. Given the cultural sensitivity of the site, the project integrates heritage-conscious design with climate-resilient engineering solutions, such as embankment reinforcement and improved drainage systems. Connected Consultant Sole Co., Ltd. was commissioned to prepare key safeguard instruments including the Environmental Impact Assessment (EIA), Environmental and Social Management Plan (ESMP), and the Resettlement Action Plan (RAP). These documents were developed in full compliance with the World Bank Environmental and Social Framework (ESF) and Lao national regulations. Through stakeholder consultations, heritage impact analysis, and risk mitigation planning, Connected ensured that flood protection measures do not compromise the city’s historic fabric or community integrity.

The project area is in Luang Prabang City, Luang Prabang Province, bordered by the Mekong and Khan Rivers. Works include riverbank protection along the Khan River (1,148 m left bank, 1,050 m right bank) and a riverside public park at the Khan River mouth. The project covers five villages: Vat Sene, Xiang Muan, Xiang Thong Kili, Phan Luang, and Phonxaat
