Savan Legend Resort Project

The Savan Legend Resort Development Project, located in Savannakhet Province, is part of the Savan-Seno SEZ and is spearheaded by Macau Legend Development Limited. This integrated resort project features hotels, restaurants, entertainment facilities, and a boutique casino, intended to serve regional and international tourists. Connected Consultant Sole Co., Ltd. was engaged to assess land-use compatibility and perform a regulatory compliance review during the project’s expansion phase. This included identifying overlaps in zoning and land claims from neighboring projects and examining socio-economic implications for local landholders and vendors. Recommendations were made for legal compliance pathways, coordination with SEZ authorities, and improved community engagement. The project reflects the importance of strong E&S governance in balancing economic ambition with social equity and transparent land management.
